Integrasi Perlindungan Ekosistem Perikanan dan Kawasan Wisata Selancar Pesisir Barat : Kajian Sinkronisasi Perda Terhadap Hukum Laut Internasional

Pesisir Barat Regency possesses abundant fishery resources and serves as one of the premier international surf tourism destinations in Indonesia. However, the acceleration of marine tourism activities alongside fishery exploitation frequently creates ecological friction, including coral reef degradation, coastal waste pollution, and spatial utilization conflicts. This study aims to examine the integration of fishery ecosystem protection and surf tourism zones in Pesisir Barat through a synchronization analysis of Local Regulations (Perda) against international law of the sea norms (UNCLOS 1982). Using normative legal research with statutory and comparative approaches, the findings indicate that local legal frameworks have not fully integrated marine-based ecosystem protection aligned with Articles 192 and 194 of UNCLOS 1982 concerning marine environment preservation obligations. Furthermore, synchronizing Perda with spatial planning frameworks (RZWP3K/RTRW) necessitates an Integrated Coastal Zone Management (ICZM) strategy to ensure the sustainability of capture fisheries and water sports tourism. This paper recommends local legal harmonization to establish legal certainty and sustainable ecosystem protection.
