Abstract

The purpose of this study is to examine user perceptions, cultural barriers, and time efficiency in the implementation of office administration digitization through the "SMART" application. The research method used is descriptive qualitative research with a case study approach to provide a comprehensive overview of the transition from a manual to a digital administrative system. The units of analysis are employees from the IT, General Affairs, Treasury, and Accounts Receivable divisions. Data were collected through observation, interviews, and documentation, then analyzed using NVivo 15 software. The results indicate that the implementation of the "SMART" application significantly accelerated the administrative document cycle, reducing it from 4–5 business days to 4–8 working hours. However, in practice, this digitization faced cultural barriers, namely the emergence of a dual system because management and external parties still relied on physical documents and the requirement for wet signatures. These obstacles were addressed through informal adaptation strategies, such as personal communication via text messages to supervisors to expedite approval, aligning cross-reference numbering between the application and physical documents, and grouping documents. This study is expected to provide recommendations and insights regarding the establishment of internal Standard Operating Procedures (SOPs) related to the validity of digital approvals, which can be improved in the future.
